The Mayor of 24th and Aspen
Hugo proudly served as a Staff Sergent in the US Army Air Corps during WWII.
Hugo was a founder and dedicated overseer of Patrick Ward Memorial Park
Hugo will always be remembered for his generosity, wisdom, wit, and especially for his kindness.
Hugo's undying commitment to his wife Anna, his family, his community, his church and his country made him a hero to any who knew him. Hugie will always live in our hearts.

While other colonies were in conflict and in great distress with the Indians, William Penn through his philosophy of social justice and peace, engaged their friendship and goodwill. Here is the site of the great treaty of amity between William Penn and the Indians which was held in November, 1682 for the purpose of establishing a permanent friendship. The treaty is thought to have been held under the great elm tree, which was blown down by heavy winds on Saturday night, March 3, 1810. The leaves on the seal represents the great elm, and the Wampum-belt represents the great treaty of amity.

Founded on this site 1787 by Richard Allen (a former slave)
This ground purchased by Richard Allen for a church is the oldest parcel of real estate owned continuously by negroes in the United States. This congregation is the world's oldest African Methodist Episcopal Church congreation. The first church (1787) was an abandoned blacksmith shop, hauled to this place by the teams of Richard Allen who was elected a Bishop in 1810.

Alexander Milne Calder
Sculptor - 1846-1923
Alexander Milne Calder emigrated from Scotland in 1868 and spent twenty years creating over 250 sculptures that adorn City Hall. His bronze William Penn, installed atop the tower in 1894, is thought to be the largest sculpture on top of a building at 37 feet tall and 27 tons. Calder's son and grandson were also sculptors: Alexander Stirling Calder's is located in Logan Circle and Alexander "Sandy" Calder's monumental Ghost mobile hangs in the Grand Stair of the Philadelphia Museum of Art.
Below William Penn are eight colossal bronzes of Native Americans, Swedish settlers and eagles. Allegorical sculptures on the building represent history, peoples of the world and nature, and collectively symbolize the spirit upon which the United States was founded.
Generations of Philadelphians have identified City Hall tower as the symbol of their city. The tower is visible for miles and remains the physical and civic heart of Philadelphia.
Creation of this plaque was funded by the Pew Charitable Trusts.

Summary
Lin Zexu (1785-1850) was a Chinese scholar and official during the late Qing dynasty. He is most famous for his fight against opium smuggling in Guangzhou, China. In 1838, Lin was sent to Guanadong to halt the importation of opium by the British. He confiscated more than 20,000 chests of opium and supervised its destruction during a 23-day campaign beginning on June 3, 1839 in Humen China. This action is usually considered to be the primary catalyst for the first Opium War (1839-1842) between Britain and China. In recognition of his valiant fight against narcotics and British invasion, Lin is highly respected in the history of China as national hero.
